SELARC is a California Limited Liability Company owned and operated by David B. Brearley. Mr. Brearley is a licensed attorney who has been practicing law in the state of California since 1970.

Mr. Brearley served as City Attorney for the City of Vernon from 1977 to 2000, and as special council to the city from 2000 to 2007. Over the three decades working with the city, Mr. Brearley developed an expertise in municipal representation, real property law, zoning and land use, and utilities matters.
